A sobering but welcome dose of honesty regarding issues and events that have otherwise been shrouded in secrecy and overheated rhetoric.

Israelis, generally speaking, tend to be tough, but the men who've commanded Shin Bet, Israel's secret service, are in a whole other category.

A lesser filmmaker might've been tripped up by such a narrow focus. A lesser filmmaker might've misjudged the melange of archival footage, fabricated surveillance footage and talking heads, which Moreh handles with a blend of cinematic flash and tact.

The film makes explicit and implicit endorsements. The strategy of vengeance and overkill is ineffective and leads Israel to horrific behavior described only through metaphor.

The subjects' openness is refreshing - and sometimes frightening.

A feat - of access and of passionate and appropriately unsettling political commentary.

Filmmaker Dror Moreh gives a unique look, from those in the know, of the inner workings of Israel's home intelligence service.

As Moreh probes the men, we, whether we agree with them or not, find ourselves drawn into their moral maze in all of its complexity.

This is a film that leaves a knot in the stomach, and no easy solutions as to how to get rid of it.

The 'other' Oscar-nominated feature about a war on terror, Dror Moreh's documentary The Gatekeepers proves more intellectually engaging than Hollywood's Zero Dark Thirty, and at least as unsettling.

Important and incomplete.

A blunt, clear-eyed, first-hand take on decades of Middle Eastern history, from practically the founding of the Jewish state up through the recent fits and starts of the Israeli-Palestinian peace process.

Moreh has assembled a thorough, evenhanded and fascinating examination of people and operations straight out of a spy novel.

This brave documentary draws a line in the sand. One just wishes Moreh had asked these men what they were doing to change the situation now other than having changed their minds.

From the moment you hear one of these former insiders admitting his misgivings over an act of violence he perpetrated, you can't help but be drawn in.

The access boggles the mind, and some of the stories are riveting.

THE very existence of Hazara minority in Pakistan?s insurgency-hit province of Balochistan is under threat. Over the last five years, a militant organization, named Lashkar-e-Jhangvi, has claimed responsibility for killing over 1,000 Hazaras in the country. The militant group has repeatedly challenged the writ of the state by carrying out ?ethnic cleansing? of the Shiite minority, who it claims are not true Muslims.

Lashkar-e Jhangvi is believed to have been established in the eastern Punjab province during the 1990s.

It is an armed wing of the Sunni group Anjuman-e-Sipahe Shaba Pakistan, a violent and fiercely anti-Shiite organization. Formed by radical elements who received education at hard-line religious schools, the group has only recently eyed the Balochistan province. For years, the massacre of this community remained a non-issue for the country?s political elite and security establishment. During this time, the government failed to arrest or prosecute any prominent member of Lashkar-e-Jhangvi, which caused great anger and frustration in the Hazara community. The massacre of Hazaras recently led to the imposition of federal rule in the province, but there has been no respite in attacks. When a deadly bomb attack killed around 100 members of the Shiite Hazara minority last week, protests erupted all across the country. The protesters demanded that army be given powers to control security situation in the province, while the government should also take immediate measures to curb Lashkar-e-Jhangvi. The mourning Hazaras refused to bury the dead till they were provided justice and government took a decisive action against the perpetrators of this heinous crime.

The authorities buckled under pressure from this unique form of protest. The government soon sprung into action and claimed to have arrested over 170 people suspected of being linked to Lashkar-e-Jhangvi. They also revealed the arrest of a founding member of the banned terror group. However, many remain unconvinced of the government?s actions and call them inadequate in stemming the roots of violence.

Shams Mandokhel, a human rights campaigner in Balochistan, also questions the government?s inaction against the militant group. He believes that the group has ?a very dangerous mindset. This mindset believes in sectarian violence, which is catastrophic. Now, who is promoting this mindset? Why is it not being stopped?? Some analysts even accuse the government of secretly aiding Lashkar-e-Jhangvi to overcome the separatist insurgency that is raging across the Balochistan province.

Pakistan?s security establishment is also known to have used the parent organization of this group in fighting the Soviets during the 1980s. Therefore, any action by the civil government against this militant group could result in a backlash from the country?s powerful military.

A failure to reign in on this new wave of terror against the Hazaras will have catastrophic results for Pakistan. Such violent extremism risks national unity and could potentially cause a delay in holding the upcoming national elections. Lamenting the situation, Balochistan-based analyst Zahoor Shahwani states that ?It?s quite obvious that if these kinds of attacks continue it will be difficult to attract people?s attention to the elections. If their lives and properties are not safe, how can the politicians hold public events and local meetings? How are elections possible in an atmosphere of fear and uncertainty??

The Hazaras have also questioned the competence of security and intelligence bodies, who have seriously failed in preventing sectarian strife. The latest protests by Hazaras to highlight their grievances have been successful in influencing public opinion and forcing the country?s security establishment to wake up from its deep slumber.

With media allotting prime space to the plight of Hazaras, Pakistan?s political and military elite has agreed to conduct a targeted operation against the terrorists, who are determined to eradicate the sect. The local media has also highlighted how the violence is disrupting lives of Hazaras. They are facing difficulty in continuing education, running businesses, accessing civil service jobs and, in essence, leading a normal life.

However, the Hazaras fear that the story of their plight may lose momentum as it has not received adequate international coverage. Condemnation of violence against them has been limited to clich?d statements by international leaders. About 271 renowned poets from 89 countries have recently written an open letter to world leaders to ensure the security of Hazaras and exert diplomatic pressure on Pakistan and Afghanistan to end violence against the community. The international community needs to pay immediate attention to acts of violence and discrimination against the Hazaras. The persecution of Hazaras on ethnic and religious grounds defies all international standards of civility and denies them rights guaranteed by the Constitution of Pakistan.

White House steps up campaign to avoid spending cuts

WASHINGTON (Reuters) - The White House escalated a campaign on Monday to convince Americans dire consequences await if government spending cuts go ahead on March 1, warning of a slowdown in global trade, a stalled fight against cancer and Alzheimer's disease and compromised security at U.S. borders.

At the same time, prominent Republicans said President Barack Obama was overstating the potential damage of the $85 billion in government-wide cuts to frighten the public.

"There is a responsible way to cut less than 3 percent of the federal budget. It's time for the president to show leadership," Louisiana Governor Bobby Jindal told reporters after a meeting between the president and governors. "The president needs to stop campaigning, stop trying to scare the American people."

Jindal's comments followed the president's plea for Republican and Democratic governors to press Congress to stop the cuts, telling them he was willing to compromise with Republican lawmakers.

Obama will meet leading Senate Republicans John McCain and Lindsey Graham on Tuesday to discuss immigration reform efforts, but a McCain aide said the talks could also delve into efforts to halt the cuts.

Graham is a member of Senate committees on appropriations and the federal budget. He and McCain both sit on the armed services panel. The McCain aide said the U.S. troop drawdown from Afghanistan could also be discussed on Tuesday.

But the president has given no sign that he would try to start negotiations or take steps to blunt the effect of the cuts. He bemoaned what he described as a confrontational atmosphere in Washington, where budget battles have provoked one near-crisis after another since the summer of 2011.

In recent weeks the White House has sought to highlight in stark terms the disruptions that would begin on Friday if federal programs are cut.

On Monday, Homeland Security Secretary Janet Napolitano warned the cuts would increase delays at ports of entry into the United States for container cargo by "up to five days."

Average wait times at customs for travelers will increase "by as much as 50 percent," she added, with even longer delays at the busiest airports such as Newark, Los Angeles and New York's JFK where delays could double to "four hours or more."

"I'm not here to scare people, I'm here to inform," Napolitano said at a White House briefing. "Please don't yell at the customs officer or the (Transportation Security Administration) officer because the lines are long," she said. "The lines over the next few weeks are going to start to lengthen in some dramatic ways in parts of the country."

Also Monday, Francis Collins, director of the National Institutes of Health, told reporters that the $1.6 billion cutback would hit the 240-bed NIH Clinical Center in Bethesda, Maryland, where doctors study rare diseases and conduct clinical trials to test new drugs for conditions ranging from cancer and AIDS to depression and genetic disorders.

The NIH also predicted that a lack of funding for hundreds of new grants could jeopardize as many as 20,000 research jobs across the United States and slow vital projects to fight cancer and Alzheimer's disease, develop a universal influenza vaccine and gain fresh insights into the activities of the human brain.

The administration began ratcheting up its warnings on Friday when Transportation Secretary Ray LaHood described cuts at airports that he said would cause domestic air travelers significant delays.

Over the weekend, the White House distributed state-by-state projections of lost jobs and cuts in education funding for poor children. These figures were widely reported on local news broadcasts.

HOW LONG WILL CUTS LAST?

The actual impact of the cuts will depend largely on how long they last.

Many of the projections are based on the likelihood that government employees will be furloughed - told to take unpaid days off - in order to meet the demands of the cuts.

But the furloughs won't occur for at least a month, or perhaps later, because federal rules require the government to give its employees 30-days notice.

Congress and the White House also could agree to stop or ease the cuts before they run their course.

Neither the White House nor members of Congress have offered reason to hope for a deal before Friday's deadline.

Asked Monday whether he thought the automatic cuts, called "sequestration" in Washington-speak, would take effect, House Speaker John Boehner, a Republican, responded: "hope springs eternal."

Both sides have concentrated more in recent days on apportioning responsibility for the spending reductions, to which both sides agreed in August 2011 with the expectation that the sequestration would never come to pass.

The White House public relations initiative has increasingly drawn criticism from Republicans who accuse the president of exaggerating and traveling around "campaigning" instead of looking for ways to avoid the cuts.

"We heard the president say last week that he was going to be forced because of the sequestration to let criminals loose on the street if he didn't get another tax hike," House Majority Leader Eric Cantor told reporters Monday.

"Today, we're hearing discussions from the Secretary of Homeland Security that somehow we're going to have to sacrifice homeland security efforts and keeping our country safe if we don't get another tax hike. This is a false choice."

White House press secretary Jay Carney responded Monday that the administration is just trying to "highlight the impact of sequester, and by doing so, hope that attention will be brought to bear on that problem, and the need for Congress to act responsibly to avoid it."

Obama is scheduled to travel to Cantor's state of Virgina on Tuesday, to press his case at the Newport News shipyard. The cuts fall evenly on non-defense and defense spending, with states like Virginia, heavily dependent on Pentagon contracts, expected to be hardest hit.
